Borden is consistently a contender in Ottawa but wasn't their junior team from two years ago a fair bit weaker that St. Matthew and a couple of other teams?

Two years ago, Borden lost to St. Matts in the junior city finals in Ottawa. Both teams should be decent in Ottawa this year. Tough to hold too much weight to how good a senior team will be just because of how good the junior team was two years previous. Transfers, fifth year players, and even players that choose not to play high school ball for what ever reason can all throw off the assumptions of "what should happen".

What is the current situation with 5th year players? I remember a couple of coaches telling me that some schools in Ottawa don't allow them.

It is up to the individual principals for each school to allow or disallow fifth year players. There are solid arguments on either side of the debate but most of the top teams in Ottawa have one or more fifth year players playing this year. St. Pats (AAA ofsaa Champs) are the only school that I know of that won't allow fifth year players as a school rule.

I'm not sure about this year but I know St. Peter wouldn't allow Luc to play a 5th year, citing a no 5th year policy.
