    do you have to live exactly in the region you tryout for or can it be really close to the region?

    You have to reside in the region you are trying out for. There is a map/ regional breakdown on the OBA website, under "Elite Programs --> Elite Development."

    Best bet would be to contact the OBA Executive in charge of the Elite Programs---contact info on the OBA website.
