Does anyone know why toronto public and York region get 2 berths yet the toronto catholic who placed second at OFSAA last season only get 1?

Toronto Public gets two berths due to the amount of schools.
As far as I know, York Region only gets one berth.

Extra berths go to regions with a large number of 4A schools, followed by the host region and gold medal region.

Ok, I was expecting toronto catholic to get 2 berths because they did for boys quad a when u guys hosted in peel but I guess the host second birth went to t
TDCSS since ROPSSA already had 2 berths.
