Okay...its tier 2. The Top teams go to Ofsaa...tier 2 teams arent the best. Tier 2 teams can declare for AAA/AA/A but Quad-A is for Tier 1.

Actually they can't declare for anything...I don't even think there is city championships for them. If you win tier 2 than that's it, it's over. Declare for tier 1 first and than you might have a chance.
